Power was offline to more than 700 properties in Traralgon on Friday afternoon due to a fault.
A spokesperson for AusNet Services said it appeared a high voltage, underground cable was damaged, possibly through digging or excavation.
They said 786 customers were impacted, but that number was reduced to 13 after crews isolated the fault.
Late on Friday, AusNet Services was looking at how to restore power to those remaining homes.
