A truck carrying large bales of waste cardboard over-turned in Traralgon on Friday afternoon.
The incident, which took four hours to remove, occurred at the traffic lights near McDonalds.
Emergency service personnel, including police, Country Fire Authority, State Emergency Service and paramedics attended the accident scene.
Traralgon police are still investigating the cause of the incident.
